SANTA BARBARA - French Festival Bastille Day Celebration.  21st Annual French Festival held on Bastille Day Weekend, July 12 & 13, in Santa Barbara's Oak Park is where America celebrates France... and what's best is that it is free! COSTA MESA - Orange County Fair Say Cheese. LAGUNA BEACH - Art-A-Fair festival. 42nd annual art event located in a beautiful garden setting with 125 artists, plus live entertainment, fine food, demonstrations and workshops. LEUCADIA - Rancho Santa Fe Guild artists will participate in a 'Three-day Paint Out, all medium. MENDOCINO - 2008 Mendocino Music Festival.
